Ramón Cestero Moscoso

Attorney Ramón Cestero earned his Juris Doctor and was admitted to practice law by the Supreme Court of Puerto Rico in November 1970. He was subsequently admitted to the U.S. District Court for the District of Puerto Rico and the U.S. Court of Appeals for the First Circuit in 1971. During law school, he gained valuable experience working with the Puerto Rico State Penitentiary Socio-Penal Legal Services Office and Community Action for Legal Services.

In 1972, Attorney Cestero began his career in public service as a Line Legal Advisor for the Commonwealth of Puerto Rico Police Department (PRPD). The following year, he was appointed Special Prosecutor in the Organized Crime Division of the Puerto Rico Department of Justice. In 1974, after completing specialized training at the FBI National Academy in Quantico, Virginia, he established and led the Special Investigations Division. In this role, he worked closely with the PRPD, FBI, DEA, and other law enforcement agencies to combat organized crime effectively.
